The Philippine government has a new target for its war on crime: youths under 18. Children as young as 5 are committing shocking crimes, like running illegal drug dens. By laws, youth offenders below 15 are spared from trial and jail. But the government is now detaining children as oyung as 9, to keep them off the street, and away from the adults who are frightened of them.
Since no charges could be brought against children, they had no fear about committing crimes to make money. But brutal punishments are now coming down hard.
